What is Missouri One Call System, Inc.?

MOCS is a non-profit organization that serves as a single point of contact (i.e., notification center) for both the excavator and our member utilities.

Who becomes a member?

New laws were passed in 2001 which requires “that owners and operators of underground facilities in Missouri’s first and second-class counties become a participant in a notification center prior to January 1, 2003. Those in third and fourth-class counties shall become a participant in a notification center prior to January 1, 2005”. Membership in the Missouri One Call System does not pertain to utility companies alone. MOCS advises that anyone with underground facilities on the public right-of-way to register.

What are the benefits?

Registering with MOCS can save the expense of cut lines, down time, clean up of materials and the safety of lives.

Fees

Members are charged $1.20 per locate notification. There are no monthly minimum, membership or annual fees. Members are billed monthly. There is a 30-day term payment policy.

How does the system work and what is the application process?

The information that you provide on the Membership Information Forms is entered into a database and assigned a unique District Code that identifies you as a member in our database. You will also be asked to submit a map that outlines the general location of your underground facilities which is entered into our computer mapping system. When an excavator calls into the call center the operator will ask the address of the dig site location. If the excavator is digging at a location where you have told us that you have underground facilities your member name will appear on the Call Center Operator’s member notification screen along with the other member utilities at that dig site location. The computer system will automatically generate a hard copy (ticket) of the information to your ticket receiving device.

  • Registration - You will need to supply Missouri One Call with company contacts, telephone numbers, etc., for different situations. Click on the 'Registration' link and enter your company name and contact information to receive your username and password.  You will then receive instructions how to enter your company information onto our online forms.  We will use this information to create a database for you.
  • Mapping Requirements - You will need to supply our mapping department with either paper or digital maps(s) or use IMAP, our online mapping application. Click on the 'Mapping Requirements' link to find out more information.

How long will it take for me to be put on the system?

When we have received the membership information forms, agreement and map(s) we will then be able to create a database for your underground utility. 

After you have approved your mapping database (click on the link above for Mapping Requirements) you will then be placed online as an active member.
